Bozhou: Big Data Facilitates Rural Revitalization

In order to give full play to the advantages of big data and enable rural revitalization, Bozhou has carried out Party building to lead the construction of credit villages, served the rural governance with “internet” and “big data”, and effectively facilitated rural revitalization by “building and solidifying the foundation, reducing burden, creating benefits and promoting new working styles”.
Solidify the foundation with the construction of a platform. Bozhou has taken the initiative in the province to build a Party building platform to lead the construction of credit villages, adopt a construction mode of “Four-in-one Platform”, namely “one window, one center, one database and one collecting terminal” to form a normalized operation ranging from the peasant household credit rating, the evaluation of credit villages to the differentiation of loan amounts and interest rates, which has laid a foundation for the realization of rural revitalization.
Build the foundation by refining the grading. The aforesaid platform covers a total of 34,425 households in 24 villages of two pilot towns of Mengcheng County, namely Yuefang Town and Zhuangzhou Sub-district, with a filing rate of 100% among the peasant households, all of which have finished credit rating. A total of 30,869 households have been rated at Level A or above, accounting for 89.67%, which has built a solid foundation for rural revitalization.
Reduce the burden with fresh data. The 141 items of data issued by the province have been refined into 118 items of data that can be connected automatically and 23 items of data that need to be collected. A regular update mechanism has been established to ensure the freshness and validity of the data. Through measures like “one source for one item of data” and “multiple checks”, we’ve ensured the accuracy and reliability of data, effectively reduced the burden for the grassroots staff in the collection of data, and optimized the path for realizing the rural revitalization.
Create benefits from credit linkage. We’ve established a linkage mechanism for “information, credit and loan” of peasant households, formed a virtuous cycle of information forming credit, credit determining loan and loan returning information and pointed the direction for the realization of rural revitalization.
Promote new working styles led by Party building. On the basis of the indicators fixed by the province, we’ve especially developed 20 incentives with high maneuverability according to the laws, which involve various aspects that concern the people such as evaluation and selection of the excellent, development of Party members, education of offspring, employment and entrepreneurship, social security and peasants and agriculture benefit and support, thus providing the credit users with tangible opportunities, benefits and convenience, motivating the people to be honest and trustworthy and firming the road to rural revitalization.
