Call on Bozhou People to “Go back to Hometown” for Employment and Entrepreneurship.

Journalists got the information yesterday that Several Measures of Bozhou City to Promote Entrepreneurship and Employment and Support High-Quality Development of Real Economy (for Trial Implementation) had been issued. Since January 1, 2022, Bozhou government will solidly launch “go back home, Bozhou people” project to help you start your own business, promote entrepreneurship and employment of its people and support high-quality development of real economy.

Several Measures brings forward that our city will implement entrepreneurship pilot project, entrepreneurship platform project, entrepreneurship support project, employment service project, and employment and settlement project. The city will implement entrepreneurship pilot project to hold training campus for “future entrepreneurship and merchant in Bozhou”, carry out entrepreneurial consultation, observation training and other experiential free training for heads of start-up small and micro enterprises with development potential and leadership potential, support entrepreneurial service organizations, entrepreneurship incubation bases, support colleges and universities to build entrepreneurial guidance studios, and give a one-time subsidy of 100,000 yuan to those recognized as municipal entrepreneurial guidance studios, encourage participation in innovation and entrepreneurship competitions and vocational skills competitions at all levels, and support city and counties to hold various entrepreneurial competitions, entrepreneurial projects and entrepreneurial talent selection activities. The city will select 5 excellent entrepreneurial projects, 10 entrepreneurial stars, and 10 outstanding returnee entrepreneurial talents each year, and awards 50,000 yuan for excellent entrepreneurial projects, 10,000 yuan for entrepreneurial stars and outstanding returnee entrepreneurial talents.

The city will implement entrepreneurship platform project to support the construction of migrant workers returning hometown business parks. Those who are identified as provincial-level migrant workers returning hometown business parks, each of them will get a subsidy of 1.2 million yuan. Constructions of demonstration bases for college students returning home to start an entrepreneurship and an entrepreneurship incubation base for retired soldiers will be supported. For those recognized as provincial-level college students returning home entrepreneurship demonstration bases and provincial-level retired military entrepreneurship incubation bases, apart from the provincial financial rewards and subsidies, the municipal finance will provide another one-time subsidy of 50,000 yuan. Constructions of demonstration bases for small and micro enterprises’ entrepreneurship and innovation will be supported. For those identified as provincial-level small and micro enterprise entrepreneurship and innovation demonstration bases, apart from provincial-level financial rewards, the municipal finance will give another one-time reward of 100,000 yuan.

The city will implement entrepreneurship support project. Initial start-up subsidies will be given to entrepreneurs who set up small and micro enterprises for the first time and have been operating normally for more than one year. For initial entrepreneurs of college students including students at college and those within 5 years of graduation, each household will get a one-time subsidy of 5,000 yuan, for returning migrant workers, people with employment difficulties, family without employment members, veterans, and disabled initial entrepreneurs, each household will get a one-time subsidy of 3,000 yuan, and for other initial entrepreneurs, each household will get a one-time subsidy of 2,000 yuan. For those investing in industries such as industry, planting and breeding, productive services, commerce and trade services, etc. within 3 years of the initial start-up, with more than 100,000 yuan in fixed assets, and operating normally for more than 6 consecutive months, each will get an initial entrepreneurship investment subsidy of 10% of their invested fixed assets, and the maximum subsidy for a single project should not exceed 100,000 yuan. For those innovative and entrepreneurial talent who have independent intellectual property rights or the transformation of scientific and technological achievements, who establish or participate in an enterprise in our city, and the annual sales revenue of products with single achievement transformed by enterprise is more than 1 million yuan (including 1 million yuan), each of them will get a subsidy of 10% of their sales revenue, the maximum should not exceed 200,000 yuan.

The city will implement employment service project. For newly returned start-up enterprises, according to the number of people who have been absorbed as stable employment and been paid for their social insurance for more than 6 months, the employment subsidy fund will give a one-time subsidy to the enterprise according to the standard of 1,000 yuan per person, and the subsidy for each enterprise should not exceed 20,000 yuan.

The city will implement employment and settlement project. For entrepreneurs who have started a business in the urban area for more than 6 months, continue to operate the company and have paid social security according to law for more than 3 employees for more than 6 months, and have recently settled in urban area, each of them will get a one-time settlement subsidy of 100,000 yuan (only one legal representative will be subsidized for each enterprise). For college graduates, intermediate and above professional and technical talents and high skilled talents who have been employed in the urban area and have paid social security for two years or more according to law, and have recently settled in the urban area, each will get a one-time settlement subsidy of 50,000 yuan. For employees who have signed labor contracts with industrial enterprises within the urban area and paid social security for more than 2 years according to law, and have recently settled in the urban area, each will get a one-time settlement subsidy of 50,000 yuan. For returning migrant workers who have recently settled in the urban area, each will get a one-time settlement subsidy of 5,0000 yuan.

Several Measures clarifies that if the settlement subsidy overlaps with recruiting talents policy in Bozhou City and Qiaocheng District, it shall be implemented in accordance with the principle of “only take larger amount”. One cannot get both the settlement subsidy for returning migrant workers and the settlement subsidy for employment and entrepreneurship.
