Bozhou Has Completed the Annual Task of Renovation of Shanty Towns Ahead of Schedule

In 2021, 9,830 sets of 24 new projects were started in Bozhou’s Renovation of Shanty Towns, and 12,449 sets of 12 projects were basically completed. By the end of October, 10,426 sets of shanty town renovation in Bozhou had been started, with an operating rate of 106.06%, and 14,560 sets had been basically completed, with a completion rate of 116.96%. The accumulated investment was about 9.2 billion yuan, and the annual shanty town renovation task was successfully completed.

In order to ensure the early planning and construction of the resettlement community, Bozhou City, while completing the task of shantytown renovation in 2020, estimated the cost of shanty town renovation in 2021 in advance, selected the construction mode of resettlement community, planned the layout of site selection, determined the land supply mode, summarized and established the basic information list of shed renovation project, and pushed forward the preliminary work of land requisition and demolition, land approval, planning and design, bidding and so on. Bozhou City will decompose the task of shanty town renovation in 2021 into counties and districts, and implement it into specific projects.

In 2021, the newly started and continued construction project of shanty town renovation in Bozhou City is planned to complete an annual investment of about 11.2 billion yuan. In order to meet the demand for funds during the year, our city raised funds through various channels. For example, we actively strived for central and provincial subsidy funds of 378 million yuan, successfully issued special bonds for shed reform of 5.972 billion yuan, and used commercial platforms to obtain financing for shed reform of 2.25 billion yuan, thus providing financial guarantee for the smooth progress of shantytown reform.

Bozhou City has incorporated the shanty town renovation work into the annual target management assessment of county and district governments, and established the promotion mechanism of daily coordinated scheduling, weekly tracking progress, monthly supervision and notification, and focused tracking and supervision, so as to ensure a comprehensive grasp of the situation and timely coordinate and solve problems. Bozhou City will focus on dispatching and interviewing counties and districts where the implementation of policies and measures is not in place and the progress of project promotion is lagging behind.

Bozhou adheres to the fine management, and at the beginning of the year, it formulated and issued the Notice on Printing and Distributing the Breakdown of Key Tasks of Affordable Housing Projects in the City in 2021, which mentioned that the key work contents would be to speed up the completion and delivery and relocation and resettlement. We will speed up the construction progress of the projects that have already started, and put an end to the phenomenon of “there is no deadline for completion after the start of construction”. Bozhou City focuses on shanty town renovation projects started in 2018 and before, and carries out special actions for the completion and delivery of shantytown renovation projects under construction, and comprehensively sorts out the construction progress and existing problems of the projects, so as to ensure the residents of shanty town renovation move back as soon as possible. It is investigated that at present, 166,400 resettlement houses started in 2018 and previous years in Bozhou have been completed and delivered 165,900 sets, with a completion delivery rate of 99.7%. Since 2010, the total investment in shanty town renovation in the city has exceeded 94 billion yuan, and 268 projects and 226,000 sets have been started, and about 27 million square meters of houses have been demolished. After completion, more than 600,000 residents will be “out of shanty towns and into buildings”.
