Bozhou’s “Mobile Tax Platform” was Selected as a Typical Case of China’s Reform

On December 28th, 2021, China released the list of “Typical Cases of Comprehensively Deepening Local Reform in 2021”, among which Bozhou’s “Innovative Mobile Tax Platform Joint Incentive Mechanism Stimulates Market Vitality” is on the list, and Bozhou is also the only prefecture-level city in Anhui Province that has been rated as a typical case of China’s reform for four consecutive years.

Bozhou started with Class A tax credit, broke down administrative barriers and data barriers among multiple departments, and pioneered the joint incentive mechanism of “mobile tax platform” in China. The tax department took the lead in Developing and Reforming Office, Financial Office, People's Social Affairs Office, Data Resources Office and "Four-Send and One-Serve" Office (send new development ideas, support policies, innovative projects, production factors and serve the real economy) and other 21 government departments, to launch 37 “Mobile Tax Platform” joint incentives in their respective functional areas. Bozhou is going to credit “exchange” real material and spiritual incentives, which can effectively stimulate market vitality, optimize the business environment and promote the development of an honest society.

In July, 2021, since the implementation of the joint incentive mechanism of “Mobile Tax Platform” in Bozhou, the e-license of “Mobile Tax Platform” has been launched simultaneously in the “Anhui Service” APP, which can replace the “"certificate of no tax arrears” or “tax payment certificate”. Taxpayers can show their tax payment certificates through their mobile phones, and they can enjoy various joint incentive measures, which effectively reduces the financing cost, operating expenses, capital pressure and work difficulty of market participants, and becomes a typical case of credit application scenarios and credit construction in Anhui Province.

By the end of November 2021, all commercial banks in Bozhou had lowered the loan interest rate of Class A taxpayers to about 4.6%, which was 29.98% lower than the market average loan interest rate, and the credit amount was 27.5 billion yuan, an increase of 2.2 billion yuan year-on-year. Only one "credit aid" would reduce the financing cost by 540 million yuan. Bozhou City signed a total of 18.3 million yuan for Class A taxpayers, with an estimated preferential premium of 1.73 million yuan; More than 20 Class A taxpayers in the Municipal Development and Reform Commission, the Economic and Information Bureau, the Finance Bureau, the Market Supervision Bureau, the Ecological Environment Bureau and other departments give priority to various policy awards of 54.23 million yuan; 7 Class A taxpayers in the construction industry have been exempted from paying 11.67 million yuan of wages for migrant workers; A number of Class A taxpayers enjoy priority services such as exemption from inspection and certification, handling of vacancies and honorary recommendation in various departments.

It is reported that this is the fourth consecutive year that Bozhou City has been commended by the typical case of China's reform year. In 2018, the case of “One family in Bozhou enjoys the reform of a piece of land” was selected as a typical case of the 40th anniversary of China's reform and opening up; The case of “Integrated Reform of Rural Nursing Home in Bozhou” was selected as the outstanding case of 2019 China Reform Year; Bozhou City promoted the standardization construction of township discipline inspection and supervision cooperation area and was selected as a typical case of China’s reform (2020).

It is reported that after nearly half a year's case collection and several rounds of reviews, the expert review group of China Economic System Reform Magazine, the organizer of “Local Comprehensive Deepening Reform Typical Cases of China’s Reform in 2021", selected and released 113 typical cases from more than 1,500 reform cases from more than 20 provinces (urban areas) and nearly 200 prefecture-level cities.
