RCEP takes effect; Bozhou pharmaceutical enterprises meet opportunities and challenges

Since January 1 this year, “the Regional Comprehensive Economic Partnership” (RCEP) has officially entered into force. For more than a month, the dividend has been released faster, and the import and export pharmaceutical enterprises in our city are enjoying benefits.

It is known that in the first month of RCEP implementation, Bozhou Customs issued 8 RCEP certificates of origin, with a visa amount of about 1.5 million yuan and a tariff reduction of about 70000 yuan. "At present, there are more than 100 import and export pharmaceutical enterprises in Bozhou, and their products are mainly exported to RCEP member countries. It is estimated that the tariff can be reduced by about 3 million yuan throughout the year." Wang Jie, the chief of Bozhou customs comprehensive department's section told reporters.

“The Regional Comprehensive Economic Partnership” (RCEP) was officially signed by 10 ASEAN countries and 15 countries including China, Japan, South Korea, Australia and New Zealand. It is a free trade agreement aimed at reducing tariff and non-tariff barriers and establishing a unified market. It is also the largest free trade agreement in the world so far. After the RCEP agreement came into force, more than 90% of the goods in the region have gradually achieved zero tariffs.

Wang Jie introduced that the implementation of RCEP has expanded Bozhou's "circle of friends" in the world and will greatly promote Bozhou's import and export and the construction of "the capital of traditional Chinese medicine in the world". "The benefits brought by RCEP are firstly reflected in tariff concessions, secondly in customs clearance facilitation, and also in business investment. With the entry into force of RCEP and the implementation of rules of origin, inspection and quarantine and other uniform rules in the region, the trade convenience of goods in the region will be greatly improved, and the trade of Chinese traditional medicinal crops will be the main beneficiary area."

"In other words, Bozhou pharmaceutical enterprises import more natural raw materials and develop new products through RCEP preferential policies, and then let more traditional Chinese medicine products go out. At the same time, they integrate the advantages of traditional medicine in various countries in the region, innovate and develop, and finally promote the construction of the 'capital of traditional Chinese medicine in the world'." Wang Jie said.

Next, Bozhou customs will continue to strengthen the research on RCEP rules of origin and tariff concession policies, guide enterprises to make good use of preferential policies and fully release the dividends of RCEP policies. Wang Jie said that Bozhou customs will strengthen the publicity of RCEP policy and provide assistance and guidance based on the actual demands of enterprises. At the same time, provide convenience in the issuance of certificates of origin, cultivate more enterprise credit upgrading, and set up self-service printing places for certificates of origin to make it easier for enterprises to export.

Liao Zirong, deputy director of the municipal Pharmaceutical Development Promotion Bureau, believes that the effective implementation of RCEP is like building a bridge connecting domestic and international double circulation, providing a new platform for regional comprehensive cooperation, and will also bring long-term market opportunities to the development of Bozhou traditional Chinese medicine industry.
